I want to add a page (i know how to do that part) where you make a user submitted forum, without the webmaster, in a specific category, by filling out the required information in a form.
Is this possible?
If yes, how could I do it?
I don't think that this is possible. The only way I can think of that is giving them admin cp permissions. I would never do that. Only a mad man would. o.O
There's no way to do this without a code modification.
I was going to make a site that everyone who signed up had admin status, but I don't think that would go for more than an hour...

That's not a good idea (two things to consider among many more)
All users will be administrators and will be able to moderate everything
All users will be able to delete forums. <-- that would mark the end of your bulletin board
