So the setting I want my forum to have is for registered member group to not be able to delete their own posts. I have that setting disabled: 

Editing/Deleting Options

(Yes) Can edit own posts?
(No) Can delete own posts?
(No) Can delete own threads?
(Yes) Can update own attachments?

But members are still able to "soft" delete their own posts. How do I disable that setting, since I don't want them to be able to "soft" delete their own posts? Also the same with deleting threads?

if the "Can delete own posts?" and "Can delete own threads?" options are unchecked from group settings then the delete button will not be shown in the postbit, to that user...

can you check whether the delete permission is enabled in the forum settings...

ACP >> Forums & Posts >> Select a Forum >>  Permissions tab >> Set Custom Permissions (for Registered) >> Editing tab
