can we just add some new post options in our own forum? how it can be done?

I want to add a function that notify upper management or hierarchy about a reply need to confirmation. For example, a user ask something in forum. Then, the manager or moderator will answer that question. If the answer is final, it can be posted to forum with some tag or else to show that the answer is final. But, if the moderator still not sure about it, the answer will be posted to forum with some warning that the answer is not a final.
In my mind, it can be done by add some post option like "need clarification" or else
