Is it possible for any user to be able to tag threads made by others?

What do you mean tag threads? You shouldn't need to tag a thread, its already extremely easy to just copy and paste a link to it.

No, I mean for any user to add some sort of anonymous comment at the bottom in the form of a tag.

For example. Thread is made. Any user can tag it at the bottom. One user tags it " good thread" other tags it " boring"
