adding this code after the #content  gives me following result

background: url("http://forum.legendarymu.net/images/duende2/bg/bg4.png") no-repeat;

However css changes maybe take upto 4-8 hours. If hard refresh (Ctrl+F5) not take effect try to find css cache control in your cpanel, or you can use "css reloader" addon to your browser.
