Can anybody tell me the basic usage of the plugin Theme Variables by dragonexpert because it's not included in the documentation.

you can add content for variables through forum admin panel
and use the variables in the templates to display the contents to specific user groups

for eg. message for guests can be shown without using any additional plugin
