but they cant access it when they click it unless they register

Admin CP --> Manage Groups --> Edit the "Unregistered / Not Logged In" usergroup
If you change "Can View Board" to "Yes" and "Can View Threads" to "No" the guests will be able to see the forum, and also the thread names, but not the posts inside the thread.
I think that's the easiest solution.
But if you don't want guests to see the thread names, it's a more difficult solution: You need to edit the permissions of each of the categories of your forum, and uncheck the "Can View" permission for the "Unregistered / Not Logged In" usergroup. Also, make sure that the "Hide Private Forums?" setting in Admin CP --> Settings --> Forum Home Options is set to "No"
