hi,

how do i create the replica of mybb community index page i mean from the width, background, the first two announcements (latest MyBB release)

Take the CSS.
Inspect element > global.css > copy + paste into yours

then go to the header and add the html of the announcements

see also MyBB like header section

i do i do this? when i go to inspect element i find global.min.css and not global.css
