Mybb 1.8.5
Tested on fresh wamp and on live forum

How to replicate:
Create a custom moderator thread tool
Set it to either open,close or toggle the thread
The tool doesn't do any of the actions

Tested approve/unapprove and stick/unstick but these worked

That's a known issue (partially, can't reproduce other things you mentioned).

Sorry checked git but didn't find anything like it. I only mentioned the open/close issue
