is there Any tutorial or plugins available or not for this? 
i want to give users reputation power + 1 for every 1000 post they made. 
and max like they made 30000 posts and tgere rep power is 30 so after that rep power not increase.

A solution would be to add 30 groups with different reputation power and use the promotion system to move them to a new group after 1000/2000/3000 etc. posts made.

There's no other easy solution before you ask.
