What does the order numbers in the forum management area do and whats the best way to use them?

That is the order in which the forums and categories are displayed.
So, category with number 1 comes on top
Categories with higher numbers come after that in the order they are numbered.
For forums within a category and subforums within forums this works the same. So you can have more forums with the same number, but then they have different parent forums/categories.
So the only way to use them is to define in which order forums are displayed on the index page and lower level forum pages.
