Hi, First of all I have to say installing a jquery is quite confusing,.... Okay that's because am new to it,  Dodgy  Blush  there is this plugin called "stalker" I don't need to explain what it does, however I  want to install it on my site there are two files in the zip A .js and Alison I have uploaded the  js file to my root/jscripts  but can't get it to work, here is a demo of how the plugin works  http://jsfiddle.net/mattwiller/s2Pgh/

and the are the contents of the js file
/*
*  Project: Stalker jQuery plugin
*  Description: Allowing elements to follow the user as the scroll around the page in a
*    single direction
*  Version: 1.0 (Sep 9, 2012)
*  Author: Matt Willer, Box Inc (http://www.box.com)
*  License: BSD
*
*
*  Usage:
*    JS -
*      $(elements).stalker()
*
*  Optional params:
*    direction (string - default: 'down') -
*      The direction the element should follow the user from its original position.  For
*      example, specifying 'up' means that whenever the user is scrolled above the
*      element's original position, the element will follow the user along the page.
*      When the user scrolls beneath the element's original position, the element will
*      return to that position.
*    offset (integer - default: 0) -
*      The number of pixels from the edge of the screen the element should position itself
*      while following the user.
*    stalkerStyle (object/string - default: {}) -
*      CSS properties to be applied to the element while it is following the user.  The
*      element's original CSS will be saved and reapplied when it returns to its original
*      position. If a string is given, it will be treated as a class to apply to the
*      element while it is following the user.
*    delay (integer - default: 0) -
*      The delay, in milliseconds, before the element leaves its original position to
*      follow the user.
*    startCallback (function - default: none) -
*      A callback to be executed when the element begins following the user.  The function
*      context will be the DOM element
*    stopCallback (function - default: none) -
*      A callback to be executed as soon as the element stops following the user and
*      returns to its original position.  The function context will be the DOM element

After adding the js to the correct folder like you have done, you'll need to reference the scripts within your headerinclude template.

Put something like this in headerinclude:

<script type="text/javascript" src="{$mybb->asset_url}/jscripts/yourscript.js"></script>
I did that but it didn't work, as if am supposed to link the script to the css elements as shown on the demo page that is what I don't know how to do. I am supposed to have this code inserted somewhere
try this simpler method... change the #header, #panel css selectors according to your theme and requirements...

add this to headerinclude template....

<script type="text/javascript">
$(document).ready(function() {
    $(document).scroll(function () {
        var headHt = $("#header").height()-64;
        if ($(this).scrollTop() > headHt) {
        $('#panel').addClass('fixed');
        }
        else {
        $('#panel').removeClass('fixed');
        }
    });
});
</script>

and this goes into global.css...

.fixed {
    width:100%;
    position: fixed;
    top: 0;
    z-index: 999;
    opacity: 0.9;
}

save everything and Hard Refresh the forum to see the changes... Check it in action on my Demo Site
Thanks
This is the setup relating to the plugin you just gave me

the header contains this
<div id="panel">Welcome! {$mybb->user['username']}</div>
 <div id="panel" float="center"; align="middle" width: "100%">
{$welcomeblock}
</div>
</div>

the header include contains this
<script type="text/javascript">
$(document).ready(function() {
    $(document).scroll(function () {
        var headHt = $("#header").height()-64;
        if ($(this).scrollTop() > headHt) {
        $('#panel').addClass('fixed');
        }
        else {
        $('#panel').removeClass('fixed');
        }
    });
});
</script>

the attached file shows the theme am trying to fix with the part colored  RED being the #panel

this is the global.css
.fixed {
   width:100%;
   position: fixed;
   top: 0;
   z-index: 999;
   opacity: 0.9;
}

#panel {
	background: brown;
	padding: 8px;
	text-align: center;
	float: center;

	color: #fff;
	width: 100%;
	font-size: 10px;
	font-weight: bold;
}

#panel a {
	color: #fff;
	padding: 10px;
	text-decoration: none;
}

#panel a:hover {
	background: #333;
	text-decoration: none;
}
IT IS WORKING NOW
