There's one empty option when you register a user from the admin cp.

Not a bug, check if you have some missing line in Selectable Options in the custom fields manager, also try with the english lang pack.

I don't have this issue.

I also have this issue with the English languagepack, and there's nothing wrong with that custom profile field o.o.
