Is there anyway to limit possible name changes, for example.
When someone registers you can set a requirement of how many characters it has to be and max.

Is their a way to do the same for name changes, to disallow certain characters

I'm using this plugin, works perfectly!

Go to the Admin CP > User Registration and Profile Options
From that section you will be able to limit their username length.

As for removing special characters you may wish to look at this plugin.
