MyBB Community Forums - Banned group

I want to add an announcement that is shown only to banned members on my forum.
I want it to say something like:

It seems you have been banned, if you want to post an appeal, click anywhere on this box.

And as the message says, I want to make it clickable.
I already have a plugin for this, but I cannot get it to work, it doesn't show the announcement though, basically, it doesn't show any announce >.>

U can select the groups who can see this when u post an announcement.

I already did, it doesn't work though, shall I post screenshots?
