I want to know how to restrict users to delete posts in my Forum?
and
How to gie time span to edit posts

where i can find these setting? When i am checking my admin panel i cant see it

both requirements are group based privileges. you can find both at below location
admin panel >> users & groups >> groups >> click on a group --> Forums and Posts (tab) --> Editing/Deleting Options

^ basically you can use custom profile fields (see profile fields guidance for earlier version of MyBB)
