today I get this message on my forum:

MyBB has experienced an internal SQL error and cannot continue.
SQL Error:2002 - Connection refused Query:[READ] Unable to connect to MySQL server
Please contact the MyBB Group for technical support.

If it worked before it might be temporary so just wait a little.
If it'll not fix over time, you should contact your hosting provider and ask there.

meanwhile you may check if database information contained in file inc/config.php is as it should be.
