Okay, I have never used VPS but know you can get Root from it but I still am not getting a clear answer if it is root of cPanel. By what I'm getting from some if that it is for the server not cPanel. Here is my situation...

What I'm wondering is if I buy a VPS and then have cPanel put on it does that mean you get Root of cPanel as well? Does anyone know anything about this? I'm new to VPS...

Yep, any host offering true VPS and promises cPanel/WHM installed on it, you will get root access both to the server (via SSH) and WHM/cPanel (via browser).
