PS: I'm Redesigned original theme to dark version.
I am not sure, but something you added in CSS might have broken the tool tip.

I think it's not that, becouse im only added css for DVZ Chatbox, Spoiler, and Custom Header Menu.
Other tool tips are working fine ?

No. All tooltips are just like this one.
can you share the forum url so someone could check this... css issues are solved quicker if you can provide the forum url...
