I been looking for a plugin like this that once you register you can't see the forums until you been at the Rules Thread or whatever thread id you set it to for an xx amount of time. For example you register and when you login for the first time you either get a pop up or redirected to the thread , now you are at the forced thread and there's a timer with xx amount of seconds before you are allowed to to view the forums.
This plugin kinda has an idea of what I want but it's not for 1.8 and doesn't have a timer I think

You can get this plugin that forces the new users to view the rules for X seconds (with a timer) from here:
