Admin activation requires all users to have their accounts activated manually by an administrator. By default, this option is disabled. However, since you've disabled the CAPTCHA image verification, your board is at risk of invasion from spam bots. The CAPTCHA can help to prevent bots from signing up, and it's highly recommended that you leave CAPTCHA enabled unless you're manually going to activate new accounts.
