all member even administrators can not download attachement!
all checkboxes in admin panel checked.

why?

I am not sure what is the actual case.
But I found same problem with an earlier version of MyBB where the problem was with my Hosting Server.
after I changed the server it was ok.
My suggestion is to check it first. Install a fresh copy of MyBB in different directory for testing and check it again.

Well, Re-Check it !

Go To ACP -> Users And Groups -> Groups -> Administrators -> Forums and Posts
-> Viewing Options -> Can download attachments? ( Checked )

Make Sure It's Checked " Can download attachments? "
Then try to download..

Then as Shiblee Suggested - "Install a fresh copy of MyBB in different directory for testing and check it again"
