And there's your problem, most likely.. This plugin caused some problems in the past, this time it might have too.

Bugs should be reported on clean forums = all plugins should be turned off.

max upload 8mb no php.ini

so your max upload size is 8mb and your file is 23mb, i hope you can see a problem here

So then I assume it happened while/after you both used the same plugin = it damages something in core files or database. But then once again I have no idea what you meant by "I try not working"

No additional info so rejecting. Feel free to bump still and I'll move it back when there will be proper reproduction steps.
