I don't know if it's asking to much but I think it will be great if I don't have to use ftpanytime I want to use a plugin. 

While you can either make plugin developers arrange files in other and put it in a folder named "upload" , or arrange the plugin files it before you approve it. 

Easy does it.

Involves too much security risk so my opinion is no.

Well we've already planned that plugins will operate as Composer packages, so I wouldn't say it's completely out of the question, though it might just be a browser based upload of a schema (JSON) file or something.
