what's the purpose of it?
purpose is to quickly show posts in at the top of the forum hierarchies without having to drill down to the daughter forums.
NFL > AFC > EAST
> WEST etc
> NFC etc
sounds like a ticker of some sort..probably better as a plugin, IMHO.
the function is already in myBB why not just use the queries

because it's almost the same as the very problem you're trying to solve: that threads are still within a forum. at least that's how I read your OP to be.
the problem is to move the loops of posts and threads globally, rather than only forumdisplay yes.
So yes a global ticker if you will, or the portal announcements
they'd look better stuffed into a sidebar, imho.
and it is just your opinion, most people dont like cluttered index space, even if the sidebar is global.
mobile its better for as well
plus its a more elegant solution to providing the information you need to provide to your users
