Hello!

Is there a way I can force an avatar onto our forum members that have no created / uploaded their own?

Also, making it default when they sign up, unless they upload their own?

Default avatars is already a feature in 1.8x unless you have it disabled. You can change the image by either replacing the current default one or specifying a new one in your ACP.
