Can someone know how to fix this one ? This is when a user tries to upload an avatar.

Make sure you CHMOD'ed your ./uploads/ directory with correct permissions to be writable ie: ( "777" ) .., if that is not the problem then perhaps have a look at your ACP>Configuration> "Attachment Types" settings and make sure that the file format and settings is allowed for say the problematic file.

Where can I also locate that CHMOD sir ?

via terminal or in your host control panel file manager for example on cpanel, plesk etc.
