This may be a stupid question, but here goes.

In the Users > Groups > Registered (or any other group) > Users and Permissions

In the first section from the top of the page, last item "can change website". What is that and what does it do?

There is an option to add a website under user control panel. If you deselect it, the user won't have that option.
