So, my forum has got hijacked and all the users were deleted and the board closed, now I was wondering if I could create a user through the "mybb_MyBBusers" file. I really hope you can help me.

Why not just do a NEW INSTALL ?

do you have a recent database backup ? if you do not have then ask your web host whether they can provide it ..

Thanks for the help but I've done it. I opened the board through the files and am now able to do stuff on the forum again.
