When I try to access the admin control panel of my website it returns with this error message.

Forbidden
You don't have permission to access /admin/index.php on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

check File Permissions for admin folder - should be accessible (CHMOD 755)
~/admin/index.php file should be readable (can have CHMOD 644 or 646)

if above are alright then ensure that rewrite rules (eg. in .htaccess file) are correct
if above do not help then check about mod_security
