admin panel >> configuration (settings) >> Login and Registration Options --> Registration Method
select send email verification and save the settings

I enable it but no activation email sent to registration time
I was configure mail setting as like that

tls:// is certainly not part of a valid hostname. And connecting to port 465 without SSL encryption probably doesn't work. I'd recommend port 567 with TLS encryption.
