Hello, 

I want a Newpoints plugin where the points will be deducted for creating a new thread and added for reply in a specific forum. I will pay for the plugin.

Forum Rules doesn't have a feature where it deducts points per thread, etc. You can only choose how much the income rate is, the minimum amount of points needed to view or post in the forum.

I have tried that, but it doesn't allow you to set different thread rate and post rate.

Newpoints allows negative values for income rates. Play with that.
