"Manage Awards" not showing in  Users & Groups. What is wrong?

Did you find any solution of this problem? Because I face it too

admin panel >> users & groups >> admin permissions >> [click on your user name]
>> users & groups (tab) --> can manage ougc awards ? --> select yes & save settings

if above doesn't work then
admin panel >> users & groups >> admin permissions >> Group Permissions (tab)
>> [click on your user group] >> users & groups (tab) --> can manage ougc awards ? --> select yes & save settings
