I understand that there is a COPPA Compliance option but this only allows you to deny users 13 and under. Is it possible to make the age 15 instead?

Yes it is. Anything on mods.mybb.com is for version 1.6.* of MyBB or earlier and is basically the legacy mods download site. It's down currently for a server migration I believe and has been for a couple days. The new mods site (that includes themes as well as plugins) for MyBB 1.8+ is http://community.mybb.com/mods.php.
