Edit: I figured i out, I didn't have the core plugin added but its also telling me I need http://mods.mybb.com/view/pluginlibrary which gives me an error: 521 any where I can get it?

you can get it right here on the mods site http://community.mybb.com/mods.php

just type pluginlibrary (no space) in the search bar.
