I am trying to fix the header logo and background so when you zoom in or out it doesn't mess up the background image the border stays the same. What I mean is when you go the page and hold CTRL and scroll with the wheel it zooms the page in and out but the header is messed up.

That's a theme issue. Try to contact the own who made the theme.
