If you want to get a host for free, use heliohost or x10hosting since both of them use the real cPanel.
(note to staff: this isn't advertising and I'm not being paid, both my sites run on these hosts fine)
However for a serious board you might want to use paid hosting. Free hosting is good for testing things though.

1st finalise a Host,
2. Theme - what kind of forum you wish to have
3. Install mybb, its very easy.
4. Customise it by makinf sections and subsections
5. Create some users types as per your Forum requirements.
