I want for it to be like a notification for all users. For example "Some threads are only for VIP" or something like that
and maybe change the color from red to green or something
It'd be in the CSS under whatever class it is. Generally red alerts are under .red_alert you can go through and change the stylings inside the CSS.
It looks like you want an announcements plugin, I don't recall exactly which but you should be able to find one on the mods site. This will let you put customs notifications at the top of the page like we have here at MyBB. That message is currently for staff to show the board is closed.
