looks like it is a problem with your web server. it'd be better to contact web host & ask to check configuration of cache & cookies

It's hosted on my dedicated server, the weird part is I have another forum running on it perfectly fine but this one isn't working properly.

have you tried file verification tool available at tools & maintenance section of admin panel ?
