assuming that you can login to forum admin panel, try lowering GZip compression level or disable it
admin panel >> configuration >> Server and Optimization Options >> Use GZip Page Compression?

I faced same issue, i am on latest mybb release 1.8.7. After enabling gzip i get same weird page (non unicode garbage text)
why so! i tested on all latest browsers ,chrome, firefox, internet explorer (compression level is set to default '4')
EDIT: My webhost supports gzip
Fix!

Your server has GZIP enabled as well as the software's gzip. Disable MyBB's GZIP option as it isn't needed in this case.
