Disable all plugins and set theme to default, try
I've actually noticed this here on the community forums. When your a moderator of some sections only you don't see the notice but when you are able to moderate every section you see the notice. Moving to bug reports.

At least in my forums, this happens even when the single-forum moderator group is set as 'Primary Usergroup'. I'm going to test the fix anyways, and maybe use it as workaround. Gonna let you know
Edit: applied the fix and works even if the moderator group is set as primary.
