Add ability to thread author delete the thread until reply is posted

Hi, I would like to add a new feature - add an ability to a thread author to delete this thread only when there is no reply by others. After that no delete option available.

I need this too, our rules from years ago explain this but we lost it along the way and can't figure out how to restore it. If anyone has a way to do this currently please post. Thanks, Marcella
