I've tried looking everywhere for something like this but everything I looked at didn't look like it would work. On my site we have a forum where users can apply to be staff, however they are obviously not reading the rules before making an application. Is there a way to add something that forces them to read the rules as soon as they enter that thread before making a post?

have you tried the forum rules feature...

ACP >> Forums & Posts >> Click the forum name >> Edit Settings >> Forum Rules >> for Display Method, Use "Display rules in the thread listing and for new threads/replies"
