I'm experiencing the same kind of problem. I've created e new forum and it shows in the back-end but not in the front-end. The permissions are set so it should be shown.
The version is 1.8.22.
It was some time since I created a new forum last time. I don't think I've created a new forum since I upgraded to 1.8.22.

^ what happens when you visit forum index ? if it is blank page then
its cause can be traced through recent entries of server error log
[errors should be available through a link at your web host control panel]
if forum index shows error then post it here so that someone can check.

I found the problem. It was some time ago since I created a new forum in a category. I'm using the My Tab plugin and I forgot one also has to choose the new forum in My Tab for it to be shown.
