I have section called sales section in my forum .and I want to add moderation .

for example if user post a thread it will not go public untill he pay charges and/or I approve .

admin cp -> forum management -> select your sales forum -> edit settings -> find "Forum Permissions in Sales" choose the usergroup desired, e.g. Registered -> set custom permissions -> moderation -> select moderate new posts and moderate new threads.
