is this impossible, when I ban member in my forum, who makes IP restart and  he's back again? how can I ban the member.. who makes IP restart...

This plugin will create a cookie that will prevent the person from being able to register again.

If he is changing his IP it's most likely a VPN, I suggest using something like blockscript which
prevents VPNS, Bots and proxies from accessing your website.
