I would like to use a mycode and/or just normal colored text to add moderator notes to another users post, however I don't want to take out the edit post option completely. I would just like to lock a specific post as required.

There have been both requests and plugins for this sort of thing in 1.4 and 1.6, but those plugins don't seem to work with 1.8 (the lock icon doesn't appear and the creator of that one was last active two years ago).

Could someone possibly create this, or fix the broken version in the first link below please?

Hopefully because there is a strong plugin there from 1.6, it'll only be a few adjustments to the differences between 1.6 and 1.8, but I don't have sufficient PHP knowledge to know
