Is it normal that Banned Users are also shown on Today's Birthdays.
I don't want to give the feature of being listed on the board index for having a birthday, to the troublesome users. Maybe Oktay's on the same track.

I think there is no code for it, such as, the newest member if you banned him, he will still desplaying on index (statu) as normal user, so it's not a bug
Not a bug, but I don't see a reason why banned members should have their birthdays shown either.
People on my board celebrates the user who has birthday on that day. Today they celebrated a user who was banned. If this user is banned his or her birthday should not be shown because there will be no need to know the birthday of that user.
Banned means, I guess, restricted user on everything.

You can easily empty the birthday of the person so they won't display. I don't see a big deal here that banned members are on the birthday list. Someone might be temp banned for only a week. Why should their birthday not be displayed?
Well in that case, it shouldn't be displayed for "permanently" banned users.
