Can someone show me a example of creating a plugin for adding something to the header template and have settings options for it in the ACP?

here is a simple one to trace the code => Announcement

When it comes to this php file https://github.com/JN-Jones/Announcement...cement.php how do I just add url settings like https://facebook.com/{pageidhere}?

Anyone know how to do what I'm talking about?
