Is there a way to make it so the referral link in the User CP will be plain text and not a link?

Yes, you can edit the language file to your needs via your AdminCP.

Yes, I am, but in the referral_link box it has: 

<br />To refer a member to this board, direct them to {1}/member.php?action=register&amp;referrer={2}

And there is no hyperlink in that code.

Did you edit any core files? This may be a plugin issue.

Did you edit any core files? This may be a plugin issue.

It seems to be related to the Viglink plugin, but I've deactivated that plugin.

remove viglink javascript code from headerinclude template and check if it fixes the referred issue
